Of course they can hope, Mark, especially now that the EU has signed on with their dingbat proposal. Succeed? Like Meryl said, nope.

The UN has been having "conferences" about this for several years. You know their style: Gotta have a conference in some posh location for the sole purpose of planning the next one in another swanky joint, which will then lay the groundwork for the NEXT conference where between five course meals, discussion will occur.

One of the "discussions" at the last one (held in Switzerland, I think) was anticipating a U.S. refusal, the possibility of the U.N. developing and maintaining its own, completely separate version of the internet. The funding for this, I assume, is expected to come largely from the U.S., which wasn't invited to this session.
